Here is a recipe for pipe tobacco casing which a got from a very old book.:
For 1 kg fermented tobacco leaves.
125 grams of prunes and a piece of licorice the size and thickness of a finger soaked in a half litre of water for 24 hours, then boil it off.
Then add 100 grams of honey, 2 tablespoons of glycerine and two teaspoons of coumarin (10% solution). Then stir the sauce, and it is ready for use.

I really like the part with the licorice.
The book also says that big tobacco company's keep their casing recipes locked away in a safe. And only highly trusted employees are allowed to work in the casing process area.
