Roots growing out of cup bottoms

My big plants have the roots hanging out the bottoms.
Should I try to keep them wet at all times. It will be at least 2 to 3 weeks before they go in the ground due to the lousy weather.

You're entering into the realm of float trays for which I am not expert. I think you'll be fine allowing the roots to feed in a trough of water with a little fertilizer mixed in. Suspend a rack just above the water and let the roots hang in the water. You might need to refresh the water a few times before you set the plants.

Another option is to transplant into bigger pots.
