Snail eat mostly green plant matter. Occasionally they eat dirt (as earthworms do), to extract minerals from whatever is in the dirt. I would guess that the risk to tobacco seed is low, if there is other food available.
I do know that ANTS love the seeds. After cleaning my seed last fall, I swept up a bunch of spillage into a trash pile in the garage, but didn't pick it up that evening. The next morning I had a trail of ants leading to the pile.
