I'm curious where you were going with this topic. Zubrowka kinda works as a tobacco flavoring. Hierochloe odorata I believe is what you refer to.

I am a member of a nz distilling forum, some of us are experimenting with Hierochloe redolens as a substitute for Hierochloe odorata for making Zubrowka. In my reading I discovered the use of it as a flavoring for tobacco....

I was querying safe usage, mixing ratios etc

I am intrigued by this plant now.

You might try carphephorus odoratissimus as well. Very difficult to grow, but you can probably find a mail order supply.
