Years ago, when I lived with my folks still, in British Columbia where the soil depth was maybe 12" tops, Dad and I dug out a cubic metre of dirt, (40"x40"x40"), the bottom being well into the clay. The spot was just where the sidewalk met the yard. We then filled it with pea gravel. Our yard wasn't really that big, but this turned it from a small pond into a regular lawn overnight.

74, I've been bringing dirt down off a rise into the low part of the garden, little by little, year after year. It has helped my problem.
If I had your problem I would bring in a tractor and furrow on the perimeter to lead water away, and pile up the dirt in the center to raise that area for growing the baccy.
But I don't know your conditions...
That's just what comes to mind.
Tobacco probably needs 12 to 18 inches minimum to dry out on a regular basis.
I know people in NW Arkansas... not much is gonna dry out now!
YMMV
