Mother Nature is indeed "odd". Last week I started a batch of Samsun 15. I used 4 Styrofoam cups. Each cup was cut down to about 2 inches tall. I used BigB's tobacco "soil" . I put all four cups into a tray and placed on a heat mat with a light. The cups had holes in their bottoms so I could mimic a tobacco float tray system. In about 5 days, 3 of the cups had sprouts. It is now day 10 and that fourth cup has nothing in it. Each cup had about a dozen seedlings in it. Quite odd, what's up with that fourth cup? It experienced the exact same conditions as the other three. I have plenty of seedlings by the way, I just thought it very odd.
