I don’t think they have stopped growing, they are growing under the soil surface (unless the soil mix is so depleted to stunt the growth).
Tobacco teaches since the very beginning of its cultivation the rule “roots first, then leaves”
It is normal, after transplant, that the plant seem to not grow at all for a week or so, then suddenly take off.

What a busy couple weeks that was! Found a new place and moved in 7 days ago. Exhausting and stressful, even more so when you have tobacco plants that desperately need to be planted out! I got them in the ground Sunday evening but had no internet yet so just took some picks in the meantime.

I've never had this shock. What's the weather like?
Cool in morning and evening but pretty scorching at midday, I think the shade cloth I added couple days ago really helps. The plants were a bit big for their containers and I had to leave them in the garage for a few days before planting so they displayed a bit of shock when I planted them out - leaves and stalk wilted, some plants lying completely flat. Hopefully the roots have settled in now

Just happened today - some top leaves of Little Dutch are wilted, no idea why. Weather has been warm but not unusually so, any ideas? The final photo shows necrotic (darker) areas. This suggest to me either a viral or bacterial cause. You may just have to wait, to see if these leaves recover or not.
