Does anyone know what the “ins” and “outs” numbers mean?

Other labels occasionally list separate prices for "Ins." and "Outs.". The two numbers listed (5768 and 5769 in your example) are always sequential. One guess is that these are related to taxes, though I really don't know. Another possibility is the charge inside vs. outside a retail establishment.

I thought the smoke them inside or out concept first but the way its worded made me second guess that with the “ 2¢ for set”.

I think you nailed it. The "ins." and "outs." clearly refer to labels. Not sure if "Also Blanks" means the same graphics, but without a brand name. This is surely from a time when every town had a dozen or more small cigar factories.

Maybe these are direct-mail advertisements from the label printer, rather than on actual cigar boxes.

Thanks everyone. Interesting it never occured to me it was the labels but totally makes sense to me. Sku for the labels and you can buy the set of both the ins and outs.
