I read the post on making Cavendish
I assume this process ferments the tobacco. My question is can I use this process to ferment whole leaf for cigars?

The Cavendish Process does not ferment the tobacco. It cooks already cured (pipe) tobacco. For cigar tobaccos you need to first color cure it, then age (ferment) it. You can accelerate the fermentation step by kilning your color cured leaves. There are several threads on Kilning in the key forum threads.
