Most of the clove cigarette in the market are mixed with lot of flavoring and making it candy like cigarette. (They even dip the butt in saccharine) So it is hard to replicate their recipe. I tried making my own clove cigarette before but it is not so good. Maybe the mix ratio isn't correct. They used very high amount of clove; up to 40% mix.
I have tried wayang paper before. Honestly, I dont really like it. You can try Indonesian site to find recipe for tobacco sauce (saus tembakau) to top your tobacco that mimic the commercial taste like dji sam soe, gudang garam wismilak. The flavor they use sometimes makes you wonder why people smoke this in the first place. It include many artificial fruit flavoring that you will not expect is in tobacco. I never try this myself.get kertas wayang can find on shopee... cut up finely 6-8 cloves depending on your tobacco amount, but use alot la.. roll up.. damn nice bro honestly.. sometimes i buy gudang garam.. but after trying this and trying gudang garam again, i threw away the gudang garam... honestly tasteless compared to this, and i get to save a ton huhu... the kertas wayang is sweet paper btw.. kertas manis.. real nice stuff... dji sam soe is great too btw similar to the one we roll.. usually i use tembakau jawa for this or the tobacco i grow, both have great taste..
