So, I have been looking on the internet and have only found laws pertaining to retail and commercial tobacco farming. My pervious belief was that anyone in the USA could grow as much tobacco as they wanted for personal use. I've been reading a book called "Growing and Processing Tobacco at Home" copyright 2002 by Jim Johnson that states "Growing tobacco for personal consumption is limited to 1/10th an acre per homeowner in the USA." (Johnson, 2002, p.23). Does anyone know the current law on personal consumption tobacco farming if there is one?

"On Oct. 22, 2004, President Bush signed the American Jobs Creation Act of 2004, which included the Fair and Equitable Tobacco Reform, commonly referred to as the “Tobacco Buyout.” USDA, which is charged with administering the program, titled it the Tobacco Transition Payment Program. "

Since the tobacco buyout, you can grow as much as you wish for personal use, in the USA.
