Make sure it's not too humid in there and/or you have good ventilation to avoid mould growing on the leaves during the colour curing.

It's normal, they're called "suckers". They generally appear after you've removed the flower head. You can let them grow and harvest the leaves, however AFAIK they're not "as good" as the first batch of leaves. Some folks like them because they make good fillers with a low effort.
