Rh (moisture in the air in the bag) will change depending on the ambient temperature. I think the number you're looking for is moisture content in the leaf. Cigar filler is packaged in low/low case to medium/low case or about 12% - 15% moisture in the leaf. Binder, wrapper and most cigarette tobaccos are packaged at 15% -18% moisture content.

Pretty much what I measured with some Lemon Flue cured. I took 6 measurements and they ranged from 12 to 16%. My bag had been previously opened and resealed.
