I believe some seed could survive, though it would be statistically insignificant. That is to say, Murphy's Law will insure that you eventually plant the one stray seed from the previous year's production.
For me, with a maximum of 43 different varieties one year, but more recently between 20 and 30 varieties, the chore of sewing new bags each year is not all that onerous. On the other hand, what you save by recycling the bags from a grow of 100+ varieties will buy a lot of pizza.
