I've seen PA Oscuro being offered as a cigar wrapper (I think). My guess is this is just a fabricated name by a vendor's product to protect the real name from being revealed. This is pretty typical marketing to create the illusion of having an exclusive on a common product.
PA would be the state of origin or perhaps a piece of the name of the variety. Oscuro would be the color to which this leaf is fermented.
These are only guesses and I have no scientific data to support my opinion.
I believe the PA Oscura leaf being offered on another site is CT Broadleaf, possibly just the top leaves kilned dark. Though I may be mistaken, I believe the store owner told me that. Not 100% sure, just sticks in the back of my mind.
