Sounds like you'l need to use the "dewey decimal system" like a library. Of course I don't remember how to use it anymore.
A couple of custom cabinets with full extension drawers that are subdived into desired sizes for seed packets could hold hundreds of compartments.

This looks like a damn fine idea:
Color code the front of the draws for type (flue cured, cigar filler, cigar wrapper, etc) then within each stack have a grid reference system i.e. columns have letters, rows have numbers.
Where one variety is of ambiguous type either list by most common and include a redirectioonal referrence card elsewhere in the collection, with or without a secondry sample at that place (redundancy never being a bad idea)
Depending on the number of drawers, 1 variety with different iterations in the same drawer, or multiple varieties per drawer.
Master list in an excel spread sheet, cells color coded to match the drawer fronts, grid reference for any given variety i.e. A3 Green is 1st column 3rd draw down - havanna greenstem (OWHY)
