I recently noticed a good bit of tiny beads in my can of Copenhagen. They look like small mustard green seeds. Slate grey in color, maybe slightly darker. Are they letting the tobacco bolt before harvesting? If these are tobacco seeds, are they potentially still viable? Or is it something else altogether?

Not tobacco seeds. Tobacco seeds are 500 microns each (about ½ millimeter). Tobacco seed pods are more like 1"x ½".

What might it be then? Ive found many in several different cans. Also that's about the size of this seed shaped object. I attached a picture in my original comment. It's laying in the meaty part of my palm under my thumb in that image

Plant it in a separate pot and label it carefully, See if it grows. To me that's probably the best way to find out what it is. However it may not have survived the tobacco production methods. If you have more than one seed plant them all. They may not grow but its worth a try. Keep us posted, I'll be watching with interest.

After reviewing under a microscope, I think I'm in agreement with MarcL. Initially, I had tried to squeeze one and it didn't squish, it being so small that's no surprise now, and that bit of info lead me to further think it was probably a seed. I grabbed a pair of calipers to measure some and they ranged in size from 0.020 to 0.045 inches. It squished easily under the calipers. After it squished I found a scope and dug through a can and found a dozen or so. Definitely looks like something that packed together in the manufacturing process, or maybe they didn't fully dissolve after being added. As they dried they got lighter in appearance and once squished they crumboed into a powdery mess. Here's some images showing close ups.
