I may have missed this question, with what ever flavors are being used, should they be mixed with water or alcohol? I don't see how you could get the flavorings to mx well unless you could spray them on tobacco.

Given that 1 drop of some essential oil flavorings is sufficient for at least several ounces of a tobacco blend, diluting it allows it to be evenly distributed by misting it over the shredded blend. For oil-based flavorants, dissolving in vodka or other ethanol beverage works well. Much of the ethanol evaporates. For polypropyleneglycol (PPG) based flavorants, you can dilute them with either water or an ethanol beverage.

Seven years ago, I mixed up 2 ounces of diluted Seagram's Canadian whiskey with two drops of two different LorAnn essential oils, for misting a batch of shredded pipe blend. Most of that is still sitting in the little misting bottle. It goes a long way.

Traditionally ,Casings are water based and toppings are alcohol based so.. go alcohol!
