About 20 days in the garden. The first one is Little Dutch and the other is Criollo 98.
About 15 out of 240 did not make it. I take this as a huge win. Replaced them yesterday.
I took a picture of these two because of the yellowing of the leaf. Completely normal phenomena or lack of some nutrients.?
The bite marks are from grasshoppers and some snails I think.

This is the fertilizer i have.
Phosphorus pentoxide (P2O5) 16%
Ammonia nitrogen 9,5%
Nitrate nitrogen 6.5%
potassium oxide (К2О) 16%

Caution, It contains:
Ammonium nitrate EC: 229-347-8
Ammonium chloride EC: 235-186-4
Potassium nitrate EC: 231-818-8

I haven't used anything still, I am thinking if I should.

I'm pretty sure the odd yellow leaf like that at the bottom of the plant is pretty normal -- those plants look good and healthy to me.

What's going on near the base of the plant in the first pic?

At first glance I thought it was sucker but, on closer inspection, it kind of looks more like another little plant might've sprouted up. Either way, I'd (re-)move it.

Not the tobacco, the corn in the first picture seems to be very low in height for the beginning of August. But maybe it’s just the picture perspective. Here, at least the 30% of the corn and rice harvest will be lost due to drought. It will be the first time in history since the introduction of rice in Italy that well have to buy rice from abroad, instead of exporting it.

They all look like they are maturing nicely. The tall Little Dutch does not look like Little Dutch (too tall, leaf shape different, secondary vein angle different:

@deluxestogie I thought that too about the little dutch. The leaf shape is different. The height is about right i think, 4ft give or take and it started flowering after 40 days. So that is on pair. I topped them today. Just the "dutch".
The criollo is maturing nicely but no flowering and it is only 2 ft tall. So that is a bit confusing.

Can the leaf mature and be primed before flowering?

Different varieties begin leaf maturation (always from the bottom of the stalk) at different timing in relation to flowering. And some vary that from one growing season to the next. Just let the appearance of the leaf guide your decision about priming. If the leaf tip is starting to yellow, it can certainly be primed.

So something is off this season. Small leaves, short plants. The tallest plant is about 3ft tall. And the leaves are more like oriental tobacco. Maybe the seed was bad. The corojo is from last year seed and it grew nicely last summer, so if that is ok this year i assume it is the seed.

@deluxestogie I only watered them once after transplant, after that the weather was rainy. Last 2 weeks no rain tough. I did not use any fertilizer no pesticides, nothing. I ordered the seed from ebay.de. all but the corojo, i had some of it left from last year. As you can see the "little dutch" does not seem like little dutch at all. Maybe there was some mix up, maybe the seller got smth wrong, i don't know. If the corojo grows like it did last year, then i think it is definitly the seed. If not, then maybe poor soil or something else.

I'm confident that it is not the seed.
No, it's not the seed. The "Little Dutch" is definitely not Little Dutch or Ohio Dutch. I'm not sure what it is. The small size of your plants tells me that they needed much more water and more fertilizer. And better weed control would help too. They are stealing away the water and nutrients from your tobaccos.
